Privacy Notice
This notice explains what personal information I collect when you visit this website or work with me on health insurance, how I use it, who I share it with, and the choices you have. “I” and “me” mean Victoria Novikova, an independent licensed insurance agent based in San Francisco, California. This notice is available in Russian, and in other languages or formats on request.
Before you share personal information
- Why I ask: to give you accurate quotes, check whether you may qualify for savings, and, if you choose, help you apply for and keep health coverage.
- Legal authority: as a licensed agent registered with the federal Marketplace and certified by Covered California, I collect and protect information under the Affordable Care Act and its Marketplace rules (including 45 CFR 155.220 and 155.260), the California Insurance Information and Privacy Protection Act (Insurance Code §791 and following), and the insurance privacy laws of Michigan and Washington.
- Voluntary: giving me information is your choice. You can stop at any time.
- If you don’t provide it: I may not be able to give you an accurate quote, check your eligibility for savings, or complete an application. An exchange or insurer may be unable to decide your eligibility or enroll you without the information it requires.
Information I collect
- Contact details you send me: name, phone number, email address, state and preferred language.
- Household and eligibility information you provide to get a quote or apply: names and dates of birth of people needing coverage, address and ZIP code, expected income, tax household, current or employer coverage, and immigration or citizenship status.
- Health information you choose to share: your doctors, hospitals, medications, and, for some plans, answers to health questions.
- Application information an insurer or exchange requires, such as Social Security numbers and immigration document numbers. I collect these only when you are ready to apply, and never through this website’s form.
- Consent records: the date and method of your consent for me to help with your Marketplace application, and any consent to receive calls or texts.
- Website data: this site does not use advertising cookies or analytics trackers. When the page loads, your browser requests fonts from Google Fonts, which receives your IP address and browser details under Google’s own privacy policy.
- Contact form: what you type in the form is emailed to me and is not stored on the website. If you agree to calls and texts, I also keep the time, your IP address and browser type with your consent, as a record of it.
Where it comes from
Almost all of it comes from you. I may also receive information from an exchange or insurer about your application, eligibility determination, enrollment and payment status. I don’t order credit or investigative reports about you. For plans that ask health questions, the insurer may check information with others, such as your doctors or prescription-history services; the insurer’s own notice explains this.
How I use it
- To answer your questions, compare plans, and check doctors and prescriptions against plan networks and drug lists.
- To prepare and submit applications that you review and approve.
- To support you after enrollment: ID cards, billing, changes in your household or income, and renewal reviews.
- To contact you by phone, email or, with your consent, text message.
- To keep records required by insurance regulators, the exchanges and the Centers for Medicare & Medicaid Services (CMS).
Who I share it with
I share your information only as needed to help you get and keep coverage, or as the law requires:
- Exchanges: Covered California and HealthCare.gov/CMS, when you apply through them.
- Insurance companies whose plans you apply for or enroll in.
- Enrollment and quoting platforms that agents use to submit applications to the exchanges and insurers.
- Service providers I use to run my practice, such as website hosting and form delivery (Cloudflare), email, cloud file storage and calendar services, which may handle your information only on my behalf.
- Regulators and authorities, when required by law, subpoena or a regulatory examination, or to prevent or report fraud.
These are the only situations in which I share your information without asking you first. I share health information only with the insurer or exchange processing your application or coverage, or as the law requires; any other use needs your written permission. I never share more than is needed for the purpose.
I do not sell your personal information or share it for cross-context behavioral advertising, and I do not share it with third parties for their own marketing. Mobile phone numbers and text-message consent are never shared with third parties or affiliates for marketing purposes.
Text messages
If you agree to receive texts, message frequency varies and message and data rates may apply. Reply STOP to opt out at any time, or HELP for help. Agreeing to texts is never required to get my help or buy a plan.
How I protect it
I keep client records in password-protected accounts with two-step sign-in, limit access to what is needed to serve you, and ask you not to send health details or ID numbers through this website’s contact form. Records are kept for as long as you are a client and for as long afterward as the law and exchange rules require (CMS requires certain enrollment records to be kept for at least 10 years). After that, they are securely deleted.
Your choices and rights
- See or correct your information: send me a request and, after confirming your identity, I will tell you what I hold, who I have shared it with in the past two years, and correct anything that is wrong (or note your disagreement). I respond within 30 business days. Some information held by an exchange or insurer must be changed with them; I will help you do that.
- Stop marketing contact: tell me by phone, email or by replying STOP, and I will stop that type of contact right away.
- Delete your information: I will delete what I am not required by law to keep.
- Insurers you enroll with will give you their own privacy notices, which describe how they handle your information.
